You could cool the machines easier, get power from the water movement and there is plenty of space on the bottom.
even then the sea is somewhat unrealistic, because you would still be replacing the parts, you have to deal with corrosion, and other things like water pressure. and sea life likes to encrust on manmade objects too.

Sure. Everything needs maintenance. Still much much cheaper this way then the orbit.
