I’d imagine defense contractors don’t buy hardware that’s made for the general public and givernments only buy from defense contractors or do in house work. You can essentially “rent” a factory in parts of the world and have your own products made there, the higher the “rent” the higher level of quality control. There’s likely an entire industry dedicated to things like this.
