    Given the average age in the US Senate, hoping for a collective mental failure during a vote isn’t unreasonable. Or just waiting until a few people die off during the process, perhaps?

    More likely it should be chalked up to ideological stances overriding democratic compromise. The electorate is so divided with one side (see: alt-right fascists) demanding unreasonable governance. The #1 goal of politicians is usually to get reelected. If they feel their voting base won’t accept a compromise they’ll sit on their thumbs until the country burns down around them.
