        it’s from HP Lovecraft’s Cthulu mythos, off the top of my head it reads something like, “Deep in the underwater city of Ryleh, Cthulu lies asleep, dreaming”

          OK, but do you mean the actual text is from a story where this text is the gibberish that summons Cthulu? Or that it’s a translated piece of text from that story that is now in Welsh?

      I heard once that Shadow Over Innsmouth was lovecraft coming to terms with learning he was part Welsh, so perhaps there is more to it.
