He probably still is, in my opinion. I suspect that one of his many Wormtongues whispers into his ear the next step of the plan, he remains cognizant of it long enough to sign an EO and make a Truth Social post about it, then it promptly leaves his befuddled mind to make room for more about how awesome he is. The only reason he keeps harping on a subject is because someone with working faculties is telling him about it repeatedly.
Regardless of his general awareness of Project 2025’s schemes, I have a feeling his mind tends to, as a general default, wander back to nonsense like his stupid ballroom, or finding ways to insult better Presidents with dumb plaques he writes the text for, or slapping his name on the Kennedy Center, or his beef with Rosie O’Donnell, etc.
