I know they wanted to buy a warehouse in western MD to house 1500 prisoners; I saw an interview with the head of the local water utility who said the building had two toilets and two water fountains. “If they want to house 1500 people there, they’re going to need to run more water out there. And no one has talked to me about this.” I don’t get the impression this whole thing was very well thought out.

That presupposes they actually care about the prisoners, as opposed to dumping them in a hole to die of neglect.
