In general, the US makes it illegal to produce anything which people could be reasonably expected to confuse for actual US currency unless you’re doing at the behest of the government.
It’s probably a lot more effective to build a stamping machine which re-stamps them with a Traitor label on the head, and a Russian flag on the back.

Movie magic means you can get away with it by adding a little “Not legal tender; for motion picture use only” on there, but I do like your idea
