I think the only person who really thinks this is a dictator. You do meet a lot of people IRL who act like they believe this, but I think if you get to the core of their beliefs, they actually just believe in not thinking for themselves.
Kohlberg’s stages of moral development and experiments around it suggests a lot of people fall into it. Many get stuck in level 2, which can be summerized (greatly simplifying here) as “the law says so”.

It’s debatable if the model as a whole is correct, but they did find an awful lot of adults using this method.
