It’s either getting the news that’s approved by the US government or news that’s approved by the Beijing government.

Either way it’s authoritarians pulling the strings. But it seems Beijing paid the appropriate bribes so TikTok will have “news” that approved by the Beijing authoritarians, but if there’s too much “news” not approved by the US authoritarians they’ll need to pay more bribes.
