    Different from executions like the 681k documented executions by the Stalin regime?

      No, those executions fall under desperate circumstances, Nazis, corruption and negligence.

      Though in practice, there were a lot of locals using the government to settle old scores, until further centralization restricted those abuses, see Life and Terror in Stalin’s Russia

      I understand similar mechanics occurred during the Cultural Revolution, but I haven’t done enough investigation to form a strong opinion there. I really should ask some old folk around here about their experiences.
