He was using an SKS with stripper clips and no magazine. It has a wooden stock and was probably manufactured in the 70s. They were used in Korea and Vietnam. Patrol cops don’t have armor that stops 7.62 either. Gun control was not going to stop this one.
No light vest can stop ANY centerfire rifle round. The 7.62x39mm is an intermediate round. If you got a Mauser 98 from WW1 and fired 1930s civilian 7.92x57mm (the German Mauser round) it would zip through both sides of the vest and kill anyone behind the cop, too
