Actually when sediment goes into the ocean from rivers it eventually causes a load to build up on the seabed and this causes it to subside. So generally sea level does not rise because the entire crust is sinking into the mantle. However, there are local effects like flexure which causes the crust to bow up adjacently, which could ironically cause the local sea level to fall. By sea level I technically mean shoreline regression.
The brittle crust maintains something called isostacy as it floats buoyantly on the ductile mantle, think of it like an ice cube floating in water with 10% always above the surface. That relative 10% doesn’t change despite the addition or subtraction of ice to the top of the cube, only the absolute height changes.
