      They said they are “in a war” with those countries, but it sounded like more of a description of fact than a proclamation.

        I get there might be some subtlety of difference there, and language matters. But war, war never changes.

          There’s a bit more than a nuance between “ I declare war on you!” and “You are making war on me!”
