Probably implying that somebody’s just pocketing the money or some sort of government inefficiency, but it most certainly doesn’t imply that it is one that Abraham Lincoln. There’s no way to tell that that is the carrier in question and to any context as to how it received the rust to start with. The meme is expressly weaponized propaganda.
I’d agree with your statement if it was simply the picture of the ship and the text criticizing Trump, but context is provided about the ship and I think that most people are aware of the horrible misuse of this ship and her personnel.
