Microsoft is trying to ditch everything that made windows customizable, so no, don’t count on it, they will break whatever you’re trying to do.
Maybe, but they’ll patch that as soon as they notice people doing it, forcing you to slightly modify the method because they aren’t very good at their jobs, plus every now and then an update will just revert your changes for no apparent reason.
