if the democrats actually distinguished themselves from the republicans it would motivate people to vote for them. the party most responsible for demotivating people is the democrats, rather than owning that their loyalists prefer to blame anything else.

loyalists vote for the party regardless, but there aren’t enough loyalists to win without a broader turnout. winning requires turnout from people that the party has failed to motivate. that was what happened last election at least.
