That is stupid. All they needed to do, instead of making that draconian thing, was to print the RAM amount (in big, bold letters and numbers) on the PCB itself. If a Raspberry Pi owner complains to the RPi people about their board having some funny RAM issue, they could ask, “What’s the RAM amount printed on your board?”, the owner could tell the RPi person, and they could easily figure out if the RAM was tampered with.
