Hear me out: rubber bands. The kind you use to tie down things to your bike, or exercise. Might need some creativity in sourcing / manufacturing, but that would tick all your boxes, right?

Well the important thing is pulling their face close to yours, but lower down, so you can gaze down at them and then kiss, pet, or slam into a wall as you please
Weeeell… not being able to (freely) move in it is kind of the point. And the nice thing with tape is, you can almost always use more.

Fair, there is no right or wrong. I certainly see the appeal, just not fully my cup of tea.
I think you’re looking for a collar.
The other nice thing about a collar is you can pull your sub around by it and make them do things. You can yank down and force them to kneel
